While promoting his new Apple TV+ show The Mosquito Coast, Cross said that there's always a chance he and lead actor Idris Elba will develop something for the small screen again.
However, he added that he's happy to have the funds to "tell the kind of stories that we've always wanted to able to tell" with the upcoming movie.
"I think the thing with Luther is never to rule out anything," Cross explained to RadioTimes.com. "All we've ever wanted to do is, within the parameters that we're given, make the best possible show.
"What we've been able to do [with the movie] – having delivered every episode of Luther on budgets which are comically small – is to have a wider canvas. And we've really been given the opportunity – while staying entirely true.
"I mean, Idris and I have shared this character for more than 10 years. And the key aspect of this whole conversation is primarily, how do we stay true to Luther?"
Airing for five series from 2010 to 2019, Luther centres on Elba's John Luther, a gifted-but-renegade homicide detective who regularly finds himself in dangerous situations as he pursues justice.
Michael Smiley (Free Fire), Warren Brown (Hollyoaks), Dermot Crowley (The Bill), Paul McGann (Doctor Who), Indira Varma (Game of Thrones) and His Dark Materials' Ruth Wilson have also featured.
