He's new to the Marvel Cinematic Universe (MCU), having arrived in the comics in 1980. He's usually depicted as a supervillian but, as he's also appeared as an anti-hero and mercenary for hire in the past, it's worth noting that all may not be as it seems.
'Who the hell is that guy?' indeed.
The movie is placed just after Captain America: Civil War in the MCU timeline, with Romanoff on the run and reconnecting with her family of assassins, the other KGB-trained Black Widows.
She's also pleased to be back in the fold with David Harbour's Alexei Shostakov aka Russian super-soldier Red Guardian, who looks like massive fun in more ways than one.

The movie also finds Florence Pugh as Romanoff's “sister” in assassination Yelena Belova and Rachel Weisz as Melina Vostokoff, also a Black Widow.
Taskmaster is one of two major Marvel movies this year, the other being The Eternals – Black Widow which lands on 1 May.
